


The Quarterly Channel Islands Neighborhood Council Public Meeting was held on Oct 24, 2024 at PCYC.
Approximately 50 residents were in attendance along with additional 20 Zoom attendees. Dave Copper opened the meeting with the Flag Salute

Dave Copper opened the meeting with the Pledge of Allegiance and acknowledged the presence of Bert Perello, Brian MacDonald and Luly Lopez.
Dave also introduced a video on the new Daylighting Law which will take effect in January 2025. He also read a statement from Officer Ross describing 4 recent crime incidents in the area.
Fisherman’s Wharf
Axel Stelter from the Karl’s Group provided an update on Fisherman’s Wharf. He stated they were currently working with various groups and compliance with pertinent agencies with emphasis on design, costs and the required Coastal Commission Report. Karl’s is currently working on a Design Package for a public presentation.
Holiday Food and Toy Drive
Debbie Mitchell informed the group about the upcoming Annual Holiday Food and Toy Drive currently slated for Saturday, December 7th from 10AM to 4PM. Volunteers and donations are needed. This year’s matching dollar amount is $13,000.
Airport Update
Alan Glen shared the success and cooperation with the Airport Authority in new touch and go patterns now going north over the fields instead of over homes, thereby mitigating noise pollution. He detailed the EPA approval of unleaded gasoline for planes, as well as a Congressional mandate for unleaded gasoline by 2030. PFAS chemicals were addressed, and the public was informed that the soil stockpile is slated to be removed within the next three months.
Water Quality Update
Joel Berman gave a demo on the California Environmental Data Base, stating that all environmental issues associated with water quality could be found on this website. He mentioned that the MAC Team has been dealing with SWAMP, the Surface Water Ambient Monitoring Program reflecting 27 monitoring stations in the Harbor which can be accessed by viewing https://www.waterboards.ca.gov/water_issues/programs/swamp/ Chuck Carter stated that they currently have 30 months of monitoring data. Craftwater Engineering is currently preparing a Best Management Program which should provide source control potential solutions and treatments. The report should be completed by February 2025.
White Seabass Program

Fund Raising
Richard Elzinga described the work and accomplishments of CINC and requested attendees consider a donation to assist with the ongoing work

AB 413 Goes into Effect Jan 1st, 2025.
Known as “Daylighting”, THIS NEW LAW PROHIBITS STOPPING OR PARKING YOUR CAR WITHIN 20 FEET OF A MARKED OR UNMARKED CROSSWALK. THIS NEW STATE LAW HELPS INCREASE THE VISIBILITY OF PEDESTRIANS AND BICYCLISTS ENTERING THE CROSSWALK.THE OXNARD POLICE DEPARTMENT TRAFFIC UNIT WILL BEGIN ENFORCING THIS NEW LAW JANUARY 1ST, 2025
